UK Councils Intend to Sell Off Social Clubs and Sports Centres to Manage Finances
According to a recent study of municipal councils, English councils are preparing to offload community centers, sports centres, and retail spaces as they bet on a fire sale of assets to stabilize finances.
Increasing Financial Challenges Prompt Asset Sales
A coalition of councils for second-tier cities in England reported that six out of ten of local authorities are planning to dispose of properties to cover the escalating costs of adult and children’s social care.
Councils have in the past come under fire for disposing of playing fields and open spaces to support their budgets, but they argue they must continue to generate essential revenue from property disposals or face insolvency.
The group noted that a high proportion of councils seeking to generate funds from a quick sale of assets represented “a distinct shift from 2024, when the majority (60%) of local leaders stated they would focus on restructuring services and using savings to weather growing financial challenges.”
Specific Examples of Planned Disposals
One local authority in Kent said its asset disposal plan featured the disposal of a retail complex in a local town and a community venue in Rochester to raise 20 million pounds over the next half-decade.
- Gillingham golf club and business parks held in two English counties, which all generate rent for Medway council, will additionally be disposed of under the plan.
Council Tax Increases and Wider Fiscal Strains
This research of local authorities in the key cities group, which covers Sunderland, Southampton, Gloucester and Salford, further found that over seven in ten of councils will have to increase local levies next spring to address the rising cost of core provisions, increased rates of housing insecurity, and a persistent housing shortage.
Medway council said it will press ahead with asset sales after steep rises in the cost of youth support, special educational needs and disability (Send) provision, adult social care, and short-term housing.
“We are adopting innovative approaches but some of these take time to deliver both improved services and cost efficiency,” said Vince Maple.
He continued: “There are population challenges which will continue to add to the pressures we have. As a local government body, we had a drastic reduction in our revenue support grant from over the past decade, which is extremely difficult.”
National Trends and Forecasts
A survey of regional authorities this week also found local finances being strained by the growing number of children and older individuals needing special educational assistance.
The County Councils Network said that council deficits will hit 4.4 billion pounds a year by 2029, as they struggle to cope with rising needs.
Government officials have delayed planned reforms to the Send system until the coming year after a white paper outlining those changes has been postponed.
Disadvantage and Financial Shortfalls
Based on the most recent indices of deprivation (the Index of Multiple Deprivation) covering UK local authorities, many participating urban areas were included in the most deprived in the country.
- “Participating urban centers like several major towns place in the most deprived 30 nationally under the 2025 deprivation indices,” said the report.
“Although only one key city is in the ten most deprived for deprived neighbourhoods nationally, cities are much more prone to be in the most deprived fifth of England. The figures underscores the extent of difficulties facing local leaders across key cities in the coming year,” the analysis added.
“Local government leaders have been explicit about the need for a fair and sustainable financial structure that reflects and addresses the actual extent of deprivation and demand,” said Michael Mordey.
“Without this, councils will persist to face difficult decisions around which vital provisions to allocate spend to, and which to cut, to the disadvantage of their communities.”
A fifth of local authorities have cut or compromised care services in the last year, the survey revealed.
